10 years ago the Julien Dubuque International Film Festival was an idea, born on the banks of the Mississippi in Dubuque, Iowa. Today, it is internationally recognized as an indie film festival with a keen eye for tomorrow’s talent. Now, with a decade under their belts and an extended festival week, they are ready to throw one heck of a celebration.
